Yesterday I tested these patched 2x maps with tourney organizer, and we found new problems:
Problem 1: Pacifist mode: if human player didnt gave an attack order to a unit, then this unit will do nothing even if enemy unit will attack him. Also, if human player order unit B "move to location A" and there are some enemy units near location A, so unit B, after reaching location A, will also stay here without auto attacking enemy units near location A

Questions: is it a way to fix at least Problem 1? Is it a way to fix Problem 2 without changing building properties?
NOTE: I bet, these problems will not be fixed before the tourney, so we gave a notice about them to all participants. Also. maybe it will be fun, if player 1 has 5 reavers, and player 2 kill these reavers with only 5 zerglings because player 1 didnt see this in time, but I think it will be better if these problems were fixed (for future).
BTW: Is it a way to create 4x or 8x speeds?

Any units (including minerals and gas) that are placed before the P15 Scarab in the map editor will disappear when the game starts. You need to either place the Scarab first and then the units (minerals and gas) afterwards, or move the Scarab all the way to the top of the units list to make its index 0. Like so:
You can select the Scarab in that list and then just click on "Move to Top" to make its index 0.

You can try an Interceptor for p15. I remember reading something about increasing map speed in the wikis, but I'm not sure if it still exists.

The only known exploit for increasing speed is by placing a unit owned by Player 15 (and P15 units that aren't removed at the beginning of the map will freeze the game, which is why this is limited to Scarabs and Interceptors).

I haven't actually measured the speed difference, so I couldn't say. From what I've seen, it appears to be the same effect.
You can also place a P15 Map Revealer, but it won't give a speed bonus, even if you remove it.
Have tests been run for buildings with 0% health? just curious.

I would be interesting to find out what p15 scarabs do to change all units placed after it. perhaps this could be replicated with eud actions.

Generally, no. You're discovering side effects of doing the P15 trick, and there's likely no way to get rid of some effects while keeping others. You can, however, try to get around these limitations by changing things around and seeing if it improves the scenario.
For problem 1, if the unit is placed before the scarab, it won't be able to do anything. Is the unit preplaced? Consider having it created via trigger and see if that corrects the issue.
For problem 2, it sounds like you'll need to modify unit properties to change this.

Non-preplaced and non-created via trigger. These units are build by human players (like in normal melee games).

I'm pretty sure units in a sped up map will never attack each other unless you tell the units to attack a specific unit. Attacking to a location will result in them not attacking, ever.

The players are enemies (like in any observer iccup maps, if use them without P15 scarab in UMS mode).
But I tried to use trigger "set player to enemy" - and it doesnt work (I mean - problem 1 still exists)

I think I was trying to find this a long time ago, I don't recall ever finding it ... But I do know of a function that does this. I could see what it does ...
