Internet Congress

TL;DR Version

You are a Congressman on the Island of Sen.
You have a set of secret objectives that you are trying to fulfill.
Every player except the President can introduce one bill every year.
Bills improve one policy area and harm another policy area.
Players vote on bills; if a bill passes, and the President signs it, it becomes law.
The President has a veto power and is elected every four years.
The game ends after a set amount of years.
Post "I'm in" to sign up.


THE REST IS OVERLY DETAILED, AND ONLY SERVES TO: A) ELABORATE ON THE BASIC RULES STATED ABOVE, AND B) RESOLVE CONFLICTS

Metagaming is allowed to a certain extent. As long as you don't affect the game in a way that makes it unfun to play (e.g. heavy trolling, game-throwing), you can remain in play. If I deem at any time that you are disrupting play, you can be impeached and removed from the game.

Btw when does the game end? When policies such as Gun Ownership and Nuclear Weapon get to 50 and apocalypse or what? :kame:

After either 4, 8, 12 or some number of years have passed. I'll announce the number before the game begins.

I'll take that as "I'm in."

I've added a rule so that players gain a new policy just before every presidential election after the first. They'll either be all positive, or all negative, so that no player is stuck with significantly more undesirable policies than everyone else.

Interesting, although I wonder if you should have presidential terms of 2 years, as there are only going to be 1/2/3 presidential terms in the current outline. Also, if someone is elected president, do they have objectives? Do they get points? If the same person is voted president 3 times in a row it seems like they will end the game on 0 points...

Replace "same-sex marriage" with "gay rights". Other policy areas could be Public Transport and Low-Carbon Economy / Climate Change, although this kind of falls under 'Environment'.

I think four years would be more realistic, though it may prove to be too long in this game. We could make an amendment process that requires 3/4s of players to approve rule changes during the game if 4 years seems like too long. Once I've started the game, I don't want to change the rules on a dime.

Yes, Presidents have objectives. All players will be told their objectives before the first election, and yes, Presidents receive points as if they were a Congressman.

If you do not vote, your vote will count as an "Abstain". Passage of a bill requires 50% or more of non-abstain votes to be a "Yea". This means that a tied vote WILL proceed to the President.

If I have +3 Environment and -3 Gun Control, then a bill which is +Environment and -Gun Control would result in what?

Would I get 3 points for the increase in environment and nothing from the decrease in gun control? Would I get 6 points? Would I get 0?

Let's say there are no laws currently enacted. A "+" essentially means a bill in favor of a policy. A "-" essentially means a bill against a policy (or repealing an existing law). Then, a bill passes that contains:

+Environment
-Gun Control

(Bills don't determine points (you won't see a +10 Education bill). Each player will have a number of points per objective. I'll post sample bills and other examples before the game starts.)

Then, the total legislation passed for Sen would look like this:
Environment [1]
Gun Control [-1]


As a Congressman with +3 Environment, you would GAIN 3 for having one bill FOR Environment passed.
For having -3 Gun Control, you would GAIN 3 points for having one bill AGAINST Gun Control passed. "-3 Gun Control" means, "for every bill that increases gun control, you lose 3 points." (This extends to negatives.)
This works out for a net gain of 6 points.


tl;dr version:
If your objectives say:
"+3 Gun Control" = You want to pass bills that increase (+) Gun Control
"-3 Gun Control" = You want to pass bills that decrease (-) Gun Control
