I'll go with the verification rule, but I'd prefer it if you just removed the 'it'll stop if someone leaves' rule. Survivor isn't survivor without outside votes.

At that point, the one who wins the last challenge wins. Not voted off.

Like I said before, especially as the competition winds down, audience participation may be encouraged for certain pivotal votes.
