It means that the site database is overburdened. See, normally, you have to stand and wait in line to load a page, but every so often, an SQL query will time out. (C wut I did there?)
It's worst when you try to do searches. Any kind of search-based lookup -- i.e. retrieving a user's last posts, or trying to view the oldwiki archives -- will not only give you a timeout... But you won't be able to load any pages on SEN until the database finally finishes choking and spits out an error message for you.

When I use Search, the icon on the tab changes into Blizzard's StarEdit icon (which is only up there during MySQLs and Searches) and the page goes all white and refuses to try to load at all. Also the URL when I click search changes into the URL of the page I'm on with the last section (for example /#special) replaced with /? This happens to every browser and comp I used, and all but 1 of the comps use Win 7 Ulti (the one that uses Win XP Service Pack got this prob as well).

Yepper. That's it. It'll just load forever, until it eventually gives up several minutes later, thereby restoring your access to SEN.

It should be noted that this is Quick Search, and not the actual search. Search works for me.
Known bug, but I believe it is extremely worth fixing it: when attaching a file, the edit of the message is some times erased.

Mark all forums as read
6 guest(s), 4 members active in the last 15 minutes (Reload):
Roy, 24million, Zycorax
Doesn't show the last active person (there were four, according to the activity in the members list).
6 guest(s), 2 members active in the last 15 minutes (Reload):
Roy, 24million, Zycorax
After hitting Reload, the number of active members drops to 2 less than the actual number of active members, and the "Mark all forums as read" link disappears.
Basically, the member count starts as accurate, but the panel does not display the last member in a list of the members active in the past 15 minutes (probably a goof regarding length - 1 or something). When using the reload script, the active members count becomes inaccurate (2 less than actual number) and the "Mark all forums as read" link is removed from the panel (probably being removed during the refresh process and never replaced).
TL;DR The Reload script is glitchy.

To me the 2nd number looks right.

Except there were actually three members other than me active, just the last one doesn't display
I had 1 new PM and I checked it, but the PM message box thing at the top left corner won't go away. D:

Release threads for playable Starcraft2 melee maps. Posting of a map (alpha, beta, or complete) is required for new threads.
See the error?
Also, SC2 Wiki's forum is the only one that uses "II" instead of "2".

(Known bug) Notifications won't go away.
(New discovery?) I see that the left border of the notice is actually prolonged to the left until it meets the left edge of the browser, as if it's dimension wasn't set properly.

I'm not sure what you mean by this.

Left edge/border of the notice is there, but it's not properly set: it starts at an horizontal offset of 0 from the left.
Also, I did not use the Edit because I was 99% sure you had read my post and just didn't answer to it, so editing might not have gotten your attention on the post.

I have a moderation notification from yesterday still at the top of the screen - even though I've clicked on it several times. Also, what severity does it take to get you banned/suspended?

I'm still not sure what that means. When notifications are up, there are 2 boxes that appear: One for the PMs or Notifications or Reports, and one that encases all of them. It looks fine to me.
I read all the posts in here. If I don't reply to them, its because I have nothing to say about them. For example, I'm not addressing your second post as there's nothing to address. It'll get fixed eventually, it isn't important. You can't bump threads just so people will pay more attention to you.
