Should only be one action if Azrael groups it.
Reporting each death is free, but verifying each person is dead isn't. It's one action per body.
The exception to this is, if you personally killed someone in a way which ensures they are dead (ie, cutting their head off), then you don't need to verify they are dead. You are free to report their death without further verification.
Remember that you can verify someone is dead, and then choose to report it on any later turn.
Also, no one will know who reported a body, just that someone reported it. It's completely anonymous.

Seems I went from the room that I was sharing with Lotu)S upstairs down through the lobby and into the Sunroom and chilled there with Roy for a bit. Then Roy went to the lobby and found the body in the lobby so it probably happened after I passed through
