I'm using "run AI script at location" "Cast recall arb required"
Im trying to get a ghost at this location to get recalled by a arb a quarter of a map away with full energy but it dosent recall

- The Arbiter's owner must be a Computer player (human player and Neutral won't work)

The Arbiter has to be a regular Arbiter. It can't be Danimoth, or it won't use recall.

There must be room where the Arbiter is for the unit to be recalled into. Also, the trigger needs to be owned by the same player as the Arbiter.
Also, you didn't attach the map.
Sorry SEN took about 5 minutes load then it didn't attach. I destroyed the map and restarted from scratch. Seems to work now.

If I have multiple arbs here and there how do i know which one will cast the recall?

It probably does it by selection priority, which means it will pick the Arbiter furthest to the left side of the map (that is idle?) that has enough energy, and if there's a tie in X-Coordinate positions between Arbiters, it will pick the one with the higher index ID.
I have no idea what to put here... So I guess I'll just put this here.
You could also use the move unit triggers. Even if you use move location as well, it really wouldn't take up that much space.
Use the recall for just the animation.

If it works with your setup, you can set the energy of all the Arbiters to 0%, and then set the one you want to use to 100%.
