If you're dumb enough to search for F+ (as in the Grade) to know what it means - then you truly are a retard.

F+ as in F-factor positive. =P

Actually, my schools abolished A+ and F+/F- for just A and F respectively. If I were curious enough, I would check a wiki article to see if this has been done nationwide or just in my area.

As far as I am aware, F+ does not exist as a grading standard. The "Academic Grading in the United States" page does not even contain the string "F+".

I don't understand the F thing, though I don't understand D either. You either pass or you didn't.

D's are considered passing grades for some courses.

We use a similar-ish system here. A is 'excelent', B is 'good', C is 'acceptable', D is a 'marginal pass'. Which is sometimes construed as a marginal fail also. Then an F is just an outright fail. What it boils down to is anything less than A's and B's means you are a crap student and don't do your homework.

Well in my degree program if you got a C- you didn't pass the class and had to retake it.

My school abolished 100's.

As in, if you get 100 in a class, it displays as a 99.
