In short form, it can be done, but the quality would not be of it's finest, and not too many modders out there are willing to do such a task. As for the StarCraft: II Issue, yes, Mixing Tilesets CAN BE DONE, like it was in WarCraft: III. However, I do beleive that it restrain you're tileset usage slightly. Certain pieces of terrain cost more memmory space due to their increased clarity, and therefore may hinder production. Warcraft allowed up to (I believe) 12 points of terrain. Each form costing from 1-2 points.

Mostly because most of the tilesets have extremely different tilesets. There are a few that are kinda close, but for the most part, wildly different.
