Here's a question: How do I make an addon work without attaching it to its parent building? Does it have to start out this way, or can I create an "enabled" addon on the fly?

Have you tried running "Enable Doodad State" on it?
They also default to player 12 when not attached to a building, so keep this in mind.
Since when enable doodad state is the magical solution to all the problems in UMS mapmaking? Seriously dude what possible positive outcome can happen if you enable p12 addon? You could try to just give the addons back to original player through triggers.
