Since I'm still kinda lost on making my own neoeuds, I have an idea, I make a request and whoever fills it gets 20 minerals.
1) wraith's ground attack weapon replaced by marine's weapon

First, to see what is possible, look at the Unit Type ID list in the wiki.
1)Not possible because the Marine's Unit Type ID comes before the Wraith's, and we can only add to the Unit Type ID. (See below posts)
2) Place 6 units that add to the Unit Type ID of the index ID of the Siege Tank.
3) Place 45 units that add to the Unit Type ID of the index ID of the Ghost.
Review this for getting the correct address for a given unit index, and use this to find extended player/unit combinations, or use the spreadsheet in this post. You can review a list of extended units that have had moderate success from this post and adjust the index ID to match accordingly.
You recognize that this is a per-unit effect and not a per-unit-type effect, right? That is, not all Siege Tanks will have Dropship capabilities, just the one you've modified.
Finally, EUPs are still a very new discovery, and if you want to utilize them today, you'll be better off doing it on your own than asking for a handout (as barely anyone knows how to do this stuff in the first place). I, for one, am happy to help with the learning process, though.

Technically, Jim Raynor has a different weapon than a Marine, but for xboi's purposes, there's a good chance it doesn't matter; you're pragmatically correct.
Rereading the request, though, I'd like to point out that changing the Wraith's UnitId to Jim Raynor will change both of his weapons, not just the ground weapon (and it will also change HP, wireframe, armor, etc.). If you only want to change the ground weapon, I don't believe it's possible, even with EUPs.
