I said counter just to have someone on counter. I think their was supposed to be an emphasis on how she could have been facing behind her our towards us before she moves but I'm really sure that would really point to which way should be spinning. Get to the point already it feels like guess and check.

Clockwise?

EDIT: I'm trying to see it to make it seem like shes spinning counter clockwise, but I can't.

I was trying to make it seem counter-clockwise but I couldn't. I then loaded the page with the image again, revealing its upper part first and then the whole thing; that helped me see it counter-clockwise for a couple of seconds until it became clockwise again.

Counter-clockwise at first and then it went to clockwise... and then back again... swapping every now and then...

Once I saw it go left half a rotation, then right half a rotation, and left half a rotation, it was weird.

Not sure which to actually vote since I seem to see it both fairly equally.

Edit: Ah-ha! I figured out how to make myself see it do the half-rotation thing consistently... really weird.

Clockwise at first. I scrolled to show only the shadow, closed my eyes for ten seconds, and the shadow was counter. Scrolled up; whole figure was spinnin' counter. Now I can't change it back D:

For all those who can't vote because they see both: Vote what you saw when you looked at it the first time.
I didn't want to include that into the poll because it would have taken the fun for those people who only later realized that they can see it both ways.

Now on to how / why it works:
Our brain is trained to interpret everything 3D, unfortunately this animation is 2D and thus has no perspective. If it were a real girl you would (subconsciously) tell in which direction it is spinning when a leg (or anything else) goes into the background it'll become a little smaller from our viewpoint. But since this clue doesn't exist in the 2D picture the brain just randomly decides a direction to make sense of the whole.

Here's the [source] where you can find this trick explained in more detail and also a few other interesting brain tricks. (Including the left/right part of the brain thing where you have to spin a leg and an arm of the same side of the body, which JaFF thought about at first)

Sometimes it will appear to me that her top half is moving one way (Torso+arms+head) while her bottom half (legs+feet) are going the opposite way. What does that mean?
