Wait blocks aren't only caused by hyper triggers. Man, I wish I had a link that described them perfectly. Basically, a player can only be waiting once at a time. If you have 2 triggers with waits running (Like a music loop or something) then the first one will stop the second one. The second trigger will wait for the first trigger to finish "waiting" before it uses its own wait time. For example:

Trig1:
C- Always
A- Wait(1000)
A- Play Wav(ex.wav)
A- Preserve Trigger

Trig2:
C- Always
A- Wait(200)
A- Create 1 zerg zergling at anywhere for player 1
A- Preserve trigger

This will cause the second trigger to wait the 1000 milleseconds from the first trigger, and depending on when the first trigger loops, it might wait even longer than that. In short, trigger 2 is not waiting "200 milliseconds" because trigger 1 is "wait blocking" it.

***NOTE*** Wait blocks are shared with players and forces (Example: if player 1 is in force 2, then you can't have a trigger in "player 1" and a trigger in "force 2" with waits running at the same time.

Personal experience, "kill" works. "remove" works. "create" does not.
