I don't think there is a way, via triggers, to effectively "drop" someone from a game that is laggin. As stated in most of the posts ahead of my own, if you or someone can see the lag box, triggers are not checked, which boils down to no effective method of dropping a player via triggers. You could however implicate a method of "banning" the player if he/she lags with a majority vote. You also have to consider some people who hack have an option to "turn off" the lag window display. I don't know that if one person turns it off that all of the other players don't see it at all, but this could foil your plans.

The count down timer does go slower if a map is slow, but the map time itself I think never changes.

The countdown timer is synchronized with SC's ingame time and stops when the lag window popups. How is that gonna help to detect laggers?
Also all the players share the countdown timer.
EDIT: Hm, maybe the elapsed time counter is also around.
Anyway are you sure there's an accesible timer that doesn't stop when the lag window pops up?

Both elapsed time and countdown timers have conditions already. There is always the lagbox timer. ;) Maybe SC doesn't clean up after itself when the window goes away... Except .bin data is saved far out of the reach of EUDs last I checked.

You cannot interface with the Starcraft engine itself to find out if it is lagging. Unless you can read an OS timer with EUD Conditions, which I am rather sure you can't, you cannot tell whether the local machine is lagging. You cannot affect a lagging machine remotely with any commands either, so I don't think it is possible to drop laggers more expediently than by using the drop interface provided by Starcraft.
