Blizzard's Starcraft 2 balance designer David Kim published a new article which explains a few upcoming balance changes for Patch 1.4.3 which hasn't been deployed, yet.

The Highlights are:

More range for the Phoenix will make them very useful for people who are already good at kiting with them. I assume this is in response to the complaints about Mutalisk vs Protoss.

It's funny because they can't even upgrade before the muta ball comes. Anything researched by the fleet beacon I consider late game.

T can't stop broodlords now. I CAN'T WAIT!!!!!!!!!!!!!!!111111

Yes. Now I wonder if people get 1 phoenix with upgrade to kite Mutalisks forever in some crazy builds.

Changes due to new snipe mechanics vs PSIONIC casters:
- now 2 snipes always kill the infestor (mustn't be at the same time anymore)
- only 2 snipes needed to kill a Ghost (from 3)
- only 4 snipes needed to kill a Queen (from 5)
- Dark Templar: 3 (from 3) [after emp: 1 (from 1)]
- only 4 snipes at the same time needed to kill an Overseer (from 5 which could have delays) NOT PSIONIC
- only 4 snipes at the same time needed to kill a Corruptor (from 5 which could have delays) NOT PSIONIC

new # Snipes needed vs other units:
- Marine: 3 (from 2) [if Marine stimmed: see without upgrade]
- Marine (without upgrade): 2 (from 1)
- Marauder: 5 (from 3) [stimmed Marauder: 4 + autoattack (from 3)]
- SCV: 2 (from 1)
- Zealot: 6 (from 4) or 4 after EMP (from 3 after EMP)
- Drone: 2 (from 1)
- Zergling: 2 (from 1)
- Roach: 6 (from 4)
- Hydralisk: 3 + autoattack (from 2)
- Mutalisk: 5 (from 3)
- Overlord: 8 (from 5)
- Broodling: 1 + autoattack (from 1)
- Ultralisk: 20 at the same time (from 11 + autoattack)
- Broodlord: 9 at the same time (from 5 at the same time)
- Corruptor: 8 at the same time (from 5)
- Overseer: 8 at the same time (from 5)
- Baneling: 2 (from 1)

-> Practical use:
Easier to snipe Infestors, but harder to snipe everything else to death.

edit:
I think it would be better, if they would change snipe damage to:
25 (+25 non-massive)
which would be implemented as 50 damage with half damage to massive

I fear that Sky-Zerg rolls over terran now.
Terran needs to split all their vikings now to avoid fungals... One good fungal hit and GG...
Maybe Ravens are the new answer because Broodlords can't outrun the Seeker Missile. But corruptors can outrun it and destroy the Raven before it reaches the broodlords...
Maybe Nukes, but I think Broodlords can fly away pretty well or Overseer + Broodlords kill the nuking Ghost pretty fast.
Maybe Thors, but they do little damage to unstacked units and the range is only 0.5 longer and they can't follow the broodlords because the broodlings block the Thors from moving forward.
Looks broken to me and I'm a noob. :S

I'm not sure snipe needs any big changes. EMP does, though. They reduced the radius significantly, I think they should have made it halfway between what it is now and what it was, and changed it so that instead of -100 shields it was -50% max unit shields. Almost all protoss units actually have 100 shields or less, so this change would mean you would need 2 EMPs to take shields down to 0 instead of just 1.

Phoenix range upgrade probably won't ever get used. If you can live long enough to get to fleet beacon, you probably don't need the extra range to be able to micro against mutas.

PDD keeps corruptors from hitting the raven. The only way to stop the raven would be to fungal it, but that would likely bring infestors into snipe range. (Snipe has range 10 while fungal has range 9.)

That's true. I think it will be unlikely that it will be build in pro games. I just saw Phoenixes shredding Mutalisks yesterday on IEM stream because the Mutalisks accidentally flew through the phoenixes.
I think it can only be used to fight huge Muta balls and it might improve Phoenixes vs Vikings, but Phoenixes aren't good vs Terran anyway because of Marines.
Hm, I guess sniping colossus with Phoenixes in PvP wouldn't really work.
The range upgrade is +50% from 4 to 6.
It would make Overlord sniping more secure because they can kill it from a longer range...

Uhm, that's true. But you can't react to Broodlords within a short time. Point defense drone costs 100 energy, seeker missile costs 125 and needs to be researched before and Ravens take 60 seconds to be build.
We will see how Terrans will try to deal with Zerg's tier 3 then.
Maybe the patch will have some additional changes connected with these ones.

Maybe people will actually start building ravens. They don't need to be purely reactive units: they've got plenty of utility and they're not the most expensive, either. They're only 50/50 more than high templar, and they do way more stuff.
