It takes a shitton of photoshop and art experience
To quote myself...
In addition, the photoshop skills it requires are just as important as the art skills. If you have no idea how to do a blur correctly on photoshop, it will wind up looking shitty. If you don't know how to use a certain brush correctly, it won't look as good as it could have. Of course you need art skills as well.
What I mean is, if you took all artistic talent away from this person but left their photoshop know-how, they would still be able to modify the picture, but they wouldn't be able to paint anything at all.
And if you took away all their photoshop know-how, they wouldn't be able to do what they wanted to, as in expanding the nose, modifying the eyes so they look good, utilizing alpha layers, ect.
It really depends what your doing. To be fair I think we can all agree that making art and modifying imaged are on slightly different levels. True if you take one away the other one will falter. But let's be honest, You can do things by hands IF anything. Artistic skills > Photoshop skills. I mean photoshop as created to edit images and manipulate them right? For the most part you'd be using artistic RESOURCES in the first place. I'm not like a Photoshop basher or anything because I used to photoshop and do things that aren't even considered art by the standards that I talked about.

Oh no, you CAN make art with photoshop. There's this artistic movement right now called, originally, "Digital art". Involves art pieces done with digital software and not old school canvas and oils. But just like with every other single art piece you have to know what art is, study art, know how to use all the concepts involving it and so on. Not just because you have the ability to click and paint with cool brushes you just downloaded it will turn out to be art.
In the end, photoshop's just a tool, and it'll do what you tell it to do. The oils are just a tool too and you'll tell them what to do.
I personally hate with all my hearth every single kid that grabs photoshop applies some edgy filter to a photo and calls it art but there are other who CAN use the tools and actually know how to artistically express themselves through a computer.
fuck you all
If you really want to make art, you don't use Photoshop, you use Illustrator.

It is obviously a different type of light so it doesn't help to your skin tone, though you ARE paler and it doesn't look normal pale but more like sick-pale seeing that you also look a lot more thinner than before, though you do look older.

It's the same pale as Eoin Colfer describes Artemis Fowl with.
