There is a specific AI script that forces a unit to enter a bunker, but I'm not sure if there's an AI opposite of that effect...
I would try things like ordering a unit inside the bunker to move somewhere and see if the unit exits... Unless someone posts something different, I think the only solution is to make a cheap workaround... I think you might be able to physically move a unit outside of the bunker using the "Move Unit" action... I haven't really tried to get a unit out of a bunker, so these are all just guesses...
