Well, my question is, is there a way to give buildings a custom portait? (Like in Protoss/Zerg BW Campaigns... you know Fenix/Cerebrate portaits for buildings) Or that's hard coded into the game?

Blizzard built those custom portraits into their campaign you cannot do that without modding.
However you can use EUD conditions to detect which unit was selected and to the proper "display portrait action".
But this is not only hard to figure and would only work for preplaced units but you would also have to remake your map if and when Blizzard releases a new patch, as the memory locations change each patch. --> Not recommended.
Yes, you can detect which unit is selected... but unless you know which unit always corresponds with which unit slot, that wont help. There is no way to show explicit unit ID selected... or is there. Lemme go look. xD
This has issues, but it works. 0x02817D0E (unless dynamic (I forgot to check)) would work better, but it is past EUDs can read.
