Latest SCMDraft 2Be sure your wav files do not have any spaces in their names (maybe the hyphens are causing the problem, but that's doubtful). I prefer to stick with alphanumeric variables, such as CashRegister05.wav.
And a basic note, make sure your wav trigger is owned by the player that's supposed to hear it.
Edit: And there's a side-chance that it wasn't downloaded properly. Play the file using Sound Recorder, Winamp or another program to verify that it is not corrupt.

I recently redownloaded scmd2 - no change
I changed to alphanumeric - no change
I assured the triggers were owned correctly - no change
I redownloaded - no change
Anything else?
Can anyone else try to import that particular wav to see if it works?

Bingo.
The file used an invalid compression system. In fact, it almost looks like someone renamed it from .mp3 to .wav. In any case, SC cannot read it, let alone SCMDraft.
