I think the quality of the blends effects the merit of the submission.
I think theres more to terraining then a trigger happy mapper can see. Blends are of course important, and can arguabley be called the focal point of terraining. But creating a scene is important as well. If you're good at blends, maybe you're more of a brush person. But people like Woodenfire combined these elements, he was and is able to create ingenious blends while still placing them in a map or concept that fits.
Of course there is. Notice I specifically said 'submission' rather than 'terrain' or 'scene'? this is because specifically for -this- contest round the objective is to expose blends on that haven't been explored on less frequented tilesets. So while yes, Krayzee's submission doesn't paint a beautiful scene, it does exactly what was intended for this particular round and reveals a whole arrangement of unmapped blends.
It doesn't take a terrainer to appreciate the application and ambiance of a piece.

As said, yoshi had good atmosphere, but KrayZee had the better use of terrain and blends. If Yoshi's was a little bigger, showed a little more of the ashworld, would have voted for it.

That's not the only thing KrayZee did, and it's not that close to what he did at all. He completely innovated the Ice tileset as well as some Twilight. I definitely respect him for that.

The base tile use for the top right image is almost the same, over three of the tiles I beleive are identical, and seeing as it is a reaccuring blend as opposed to a natural stacked cliff, it makes quite the difference. Almost all of the terrain in the ice image that involves compound or structure is blocky. The twilight is extremely blocky, and we weren't discussing it, however I do like his shallow cliff, I might have seen it somewhere, I'm not going to go find the image though. Everything else on the twilight was of a poorer quality.

Also, Banned (also known as pigy_G), I seem to remember you being against sprites. Each of those tombstones uses six sprites each, so in that screenshot (xYoshix's) alone there are thirty six sprites.
