I want to replace some colors in the wireframe palette.... but I can't even find any palettes in the MPQs. What are they called? What is the path? PyPAL (SC1 Modding Suite) lets me open .pal, .jasc, and .riff, but I found no files with these extensions in any of the MPQs.

They are stored as *.pcx files. The wireframe palette specifically is game\twire.pcx.
Why does the .pcx only contain
these few colors wheras the actual full palette used by icons is much bigger and allows creating WarCraft-styled icons:

EDIT: I managed to replace the colors of the zerg damage zones in a way that lets me 'fake' a healthbar:
