Round two, FIGHT:
Every shadow moving against his windows adds to his paranoia. Every gust of wind contributes to his fear. Every noise and any little thing that went bump in the night exacerbates his terror. He can't take it; he as to get outside, now. He lights a cigarette, leaves his house, and doesn't even bother locking the door.
The cigarette smoking, plus,
Devilesk lets go and cheeze drops to the floor, with a couple of knives stuck in his back. Before he can react, two knives are in devilesk's chest as well. Devilesk falls to the floor unconscious.

However, the town's efforts are poorly coordinated, allowing the mafia to charge in alongside the town, unknown to them. As the villagers struggle to open all the doors of the large building and investigate, the sledgehammers and tools used to break open doors are brought upon the heads of the townspersons. The combination of the burning building and the murderous infiltration kills all of the rescuers.
The infiltration and systematic destruction of a group of people all seem to point toward WoAHorde, the classic Spy.
The man is too far away, they can't make out who he is or what he is doing. FlyingHat begins to answer devilesk's question, but a ray of light shoots through the car. It goes through the hood and the windshield and various parts of the car, through FlyingHat, and out of the back of car, clean through. "Holy shit!" yells Devilesk, as he struggles to take the wheel and brake. Smoke is shooting out of the car's hood and the car is too damaged to be controlled. The car veers off the road and into a tree. Devilesk goes through the windshield and smashes into the trunk of the tree. He rests unconscious on the hood of the car.
After some amount of time, devilesk wakes up again. He wipes the blood off his head. He gets up. For now, Devilesk can cheat death. He gets up and walks. He takes a left, then a right. He loses track of where he is going, but he continues. He runs. Runs away from the mafia. Devilesk feels like he can fly. Soon, however, he comes to the wrong street.
Clues towards TassadarZeratul:
1: This energy
cannot be a battlecruiser weapon. Battlecruiser weapons (Yamato Gun, lasers) fire in bursts and/or pulses; the weapon here is clearly defined as a ray and/or beam, similar to that of an Archon (particularly since we danced on kevin's corpse). Depending on the weapons in Megaman's arsenal (I haven't played the games), this may absolve Echo too.
2: It's a well-known fact that while High Templar and Archons have legs, they don't use them, opting to fly instead.
Of course, he has no way of knowing that. A man appears out of the ground, holding a machine gun. "WHY DON'T YOU DIE?" yells the man in a stentorian voice. The fully automatic weapon pisses ammo into devilesk. Ten, twenty, fifty, a hundred bullets blast devilesk. He is long past dead. The mafia reloads his gun and fires into the corpse until it no longer resembles anything but a pile of multicolored mush. Not even devilesk can withstand this punishment.

-Stentorian (booming, thunderous) may be another clue directed at TassadarZeratul, as the siege tank in his avatar posseses these qualities.
The town wakes up to find the gruesome wreckage spread about. They remove the corpse of FlyingHat for burial and notice "pwnt" going through his chest. Minus a chunk of flesh that was the hole of the p, of course. The deaths of these individuals were a vicious rampage. The town only hopes that they can be more vicious.
