The AI in SC is so vague and hard to force into anything it's not funny.
It's about as easy to make them do something as it is to get a fat guy to do aerobics in public.

the ai is like a cat. it is fully capable of doing stuff, its just that it does it when it wants to, not when you want it to.

AI will just build a base that would be suitable for melee, they won't make only marines if like, you edited marine stats to 9999+ because they're made to have Top V Bottom AI. You could trick it into making a certain building if they had all the requirements AND they can only build that one building, but you can't tell them where to build it.
You can have a sort of build effect.

Okay, I've tried it out, I'm having trouble with the sparks.
Everything else works, except the sparks.

Uhh. I spose you could try the disable-sprite method, which makes it appear that a building is being built. The thing is, I've never done it, and I don't know if it's posssible via triggers, you've exhausted my knowledge, =/ go ask tux or someone.

It's not possible by triggers, but I don't think that's what he wants, since it will just look like a half-built building just sitting there, you can't get the SCV to look like it's building.

You could order it along the bottom... Can you walk through the disabled doodad building sprites? I've never tried.
Also if you are tricky you may be able to force it to walk over the building to more look like it's building if you don't plan on showing it for very long.
