No, they're made using rom editing tools I believe.

I wonder what kind of rom editing community there exists to be making this kind of stuff...

Or just putting the right stuff in the right place. Pretty cool. It was sweet how it was all in sync... like the power buttons that make coins into boxes and vice versa... how the shells get trapped in a cage just before they hit mario... mario making yoshi do all the work while he just sits there.
