Of course the tool itself is korean. Maybe needing some kind of translation?

If it used dialog resources it would be really easy, but it doesn't so it's hard to find the text in the EXE because I don't know how to find korean characters in a hex editor.

For example, "지상무기" would require 8 bytes (ignoring any zero terminator) while "Ground weapons" would require 28 bytes.

Have I missed something in all this reborn hype? I thought EUD actions require the EUD Enabler to run which makes it more akin to modding as you have to agree with whoever you wanna play with that you all run the same program.

Yes maybe, modding and eud are very similar. I'm targeting only those who has eud enabler running already.
There are some differences btw eud and pure modding, such as whether custom modding can easily be deployed over b.net. Also as far as we know, EUD act as safe sandbox for non-hackers fairly well.
Our eud technology is highly tied to wLauncher. It provides some security patches for well known sc vulnerability. So they are safer than pure dll.
EUD is the only portable solution I know of which satisfies all the mentioned requirements. If there is another one, that would be awesome.

All I really want to make is an RPG that has more to it than upgrades at regular intervals. Having some new aesthetic options is a huge plus, so I am toying with that.

SCMLoader could do a lot of stuff in a much simpler way, and since EUDA's require an external activator its almost the same to just use SCMLoader, or both at the same time.
that real-time editing with triggers, though. SCMLoader can't do that.

I could be wrong, but I find that a lot of EUDA's are used to do things that SCMLoader could do way easier (like dat changes and new GRP's). That would leave more time to work on the awesome effects that actually required EUDA's, like that day/night cycle system.
