Does your BIOS recognize that the card exists? Often if it's a selection issue the BIOS should see both cards, even if your OS only recognizes the currently used one.
Other than that though, it sounds like you've explored all the likely avenues, so I don't have any quick suggestions.

The BIOS doesn't see ANY video card what so ever. It basically doesn't even deal with video cards.
The old card drivers are uninstalled already. That was the first thing I did before I knew i had a problem.

Ah yes, I dealt with this problem with my old Sony Vaio with a built in Intel chipset. Install the new drivers, and the card should work just fine. You'll need to have the monitor hooked into the onboard video already to install the new drivers, even if the old drivers are uninstalled (the onboard video should still work enough to do the job). Of course, I'm not guaranteeing that this will work - it just worked for me. To sum it up:
Uninstall the old video drivers (which you have already done), and then install the new drivers while the PC is still hooked up into the onboard video. Turn it off, switch the monitor over to the video card, and turn back on.

I can't install the new drivers because the computer doesn't detect the video card. It won't let me install them, and says that it does not detect the hardware needed to install these drivers. It then shuts off the install.

The on board is a 6100, dunno where I got 6200 from.

Did you disable the onboard video in the bios? Might be in Integrated Peripherals or whatever. It's getting late.

O)FaRTy1billion[MM] -- below the minimap should be a thing that says "Overlay Settings" with a little + button in the corner, press the + to expand it, uncheck Use Defaults, then change "Tile Overlay" to "Height"[2024-5-20. : 3:57 am]
Sylph-Of-Space -- It would be so so so nice if SCMDraft had some kind of dedicated "walkability" view for the tilesets.
