Is there any way I could edit Starcraft X-tra Editor's actual user interface? Such as implementing updated colors, new functions, ect. If anyone has any idea how I might go about doing this, I would be happy to know and try. Thanks in advance. ;)

I would suggest SCMDraft 2.

Scmdraft 2 can do all, and more, then SC X-tra editor can do. It also is more widely used and is more common then SCEX.

If you still want to use SCXE or a StarEdit-based editor, I will suggest FartyEdit. It does have updated colors and such. It doesn't have 5 modes, though (as I see that as being a bit redundant, plus you can use StarForge or SCMDraft to do the other things if you keep this as your main editor.)
I've also been working on StarEdit hacks, like placing 1700 units and 499 sprites. That isn't in this version, though.

If you really want to keep SCXE, yes, you can. Use ResHacker. I will warn you, though, that it is a real bitch to do. ;)
