Probably not, since you can do most of the things that EUDs can do, but in triggers, without the dropping.

They could, wasn't it here that someone posted a map for 1.08 that used EUDs to add a new building to the game?

EDIT: Here is an example of someone adding something to the game via EUDs, in this case he created a new trigger action.
