This isn't a build or anything... But if you are really, really interested in cheap desktops for dicking around with, look for your local electronics surplus store.
If I wanted, I could go grab an aftermarket desktop with a 160GB HDD, 1GB of RAM, a 3GHz Pentium 4, and a graphics card I am not too sure about, all assembled, for $85.

I have no idea if you can actually save money with it, but I'd reduce the following parts:
RAM: 1 GB (enough for Win XP)
HDD: 100-200 GB
CPU: ~2 GHz Athlon (+/- 400 MHz, no need for 64bit or dual core if it's really low tech)

Most AMD is 64 bit. Athlon FX and above, Pentium 4 and above.

It's not hard to just use the cheapest parts. If you want that, go buy a netbook. Trying to go for the best value at a low price is more difficult.
Also, 64bit is universal on most modern processors. Dual core is a huge benefit. The performance premium far outstrips the price premium.

There's a difference: The one on Newegg is DDR2 1066 while the Ebay is DDR2 800. If the motherboard is 1066 standard instead of 800, you're going to have problems.
Since it's just under 500$ counting the monitor in, I'd say retail would throw it around for 700-800$

That's nifty but I can one-up you without much of a price up:
190$ after tax n ship but I think its worth it. C7 instead of C3 processor, 2GB DDR2 instead of 512mb DDR, and a 160GB HDD.
And for a few dollars more you could go with the new dual core Atom 330 from Intel here:

I remember seeing one of these for $66 dollars for the 4 things.

Well, I just find DDR, and certainly DDR under 1GB unacceptable, but that's just me.
