I'm not actually buying anything right now, but since Excalibur and some other people love specing builds, I thought I would offer a challenge.

I'm interested what the best low-end computer you can manage is. Pretend this is for someone that has zero interest in high-power computing, and is only going to be used to browse the Internet, send email, do word processing, etc. I want it to be of decent quality (i.e. won't break or explode tomorrow from shitty parts), but the ultimate goal is to make it the least expensive.

Including a monitor is optional, but make it obvious whether you have one or not. Please include a keyboard, mouse, and speakers in your build; assume that there is no prior hardware.

I recently did this for $500 (with a monitor, after tax and fees). It was something like $425 with monitor before taxes and fees.

That's 463 before shipping with a monitor. You could probably cut more out by downsizing RAM. I know I can save atleast $5 with a cheaper proc/mobo combo, probably more if they sell Atom on Newegg. At the very least, Celeron could drive cost down.
I'm actually going to build this computer, minus the monitor, mouse, keyboard, speakers, and LCD. Those were the cheapest on Newegg. Also, throw in a $90 HD4850.

This isn't a build or anything... But if you are really, really interested in cheap desktops for dicking around with, look for your local electronics surplus store.

If I wanted, I could go grab an aftermarket desktop with a 160GB HDD, 1GB of RAM, a 3GHz Pentium 4, and a graphics card I am not too sure about, all assembled, for $85.

Interesting. I got a decent monitor on mine ($160 I think for a 19" 16:9 monitor), so I made do with a 2.4GHz Athlon 64 and a 300W PSU. I did use a Cooler Master case though.

Yeah, I also think dumbduckys build is reasonable but some parts seem to be unnecessarily powerful.
I have no idea if you can actually save money with it, but I'd reduce the following parts:
RAM: 1 GB (enough for Win XP)
HDD: 100-200 GB
CPU: ~2 GHz Athlon (+/- 400 MHz, no need for 64bit or dual core if it's really low tech)

My friend's school was selling desktops for $40, that's where i got this one:
RAM: 512 MB (definitely enough imo)
CPU: Pentium 4 2.00 GHz
Disk capacity: 37.2 GB

Then it came with a keyboard and mouse and my dad scored this 16" monitor for $20. And it had some crappy speakers in it.

They sell 32-bit processors? I thought everything was 64-bit architecture by now.

Most AMD is 64 bit. Athlon FX and above, Pentium 4 and above.

It's not hard to just use the cheapest parts. If you want that, go buy a netbook. Trying to go for the best value at a low price is more difficult.

Also, 64bit is universal on most modern processors. Dual core is a huge benefit. The performance premium far outstrips the price premium.

There's a difference: The one on Newegg is DDR2 1066 while the Ebay is DDR2 800. If the motherboard is 1066 standard instead of 800, you're going to have problems.

Since it's just under 500$ counting the monitor in, I'd say retail would throw it around for 700-800$

That's nifty but I can one-up you without much of a price up:

190$ after tax n ship but I think its worth it. C7 instead of C3 processor, 2GB DDR2 instead of 512mb DDR, and a 160GB HDD.

And for a few dollars more you could go with the new dual core Atom 330 from Intel here:

Well, I just find DDR, and certainly DDR under 1GB unacceptable, but that's just me.
