1) first you weigh 3 + 3 blocks.
2a) If 1 scale goes down you take the 3 blocks out of that scale and weigh 1 + 1 and put 1 aside
2a, Result 1) If no scale weighs more you know it's the one block of the final 3 you put aside
2a, Result 2) If one scale weighs more you know it's the heavier block.
2b) If no scale goes down you have only 2 candidates left - easy to weigh them.
==> You need max. 2 measurements.

New riddle:
You have four 4's and can combine them with addition, subtraction, multiplication, division, extracting a root and you're allowed to put brackets or group the 4's together to 44, 444 or 4444. You must use all four 4's.
What is the smallest whole number you cannot calculate using the given mathematical tools?
Example:
(44 - 4) / sqrt(4) = 20
