Assuming that negative values are not against the rules [they weren't stated as such], my guess is negative infinity.
If they are against the rules, my next guess is 19.

4*4 - sqrt(4) - sqrt(4) = 12. But we still disgard 11 because it is 44 / ( sqrt(4) * sqrt(4) ).
And the broadest definition of 'whole' numbers are numbers 0, 1, 2, 3... so no, negatives are not included.
