I was playing some map (Random Unit Battle, I think) and the Arbiters could use Statis Field, but the frozen unit could still be attacked. How is this done?

This is easy. All you have to do is disable invincibility for the unit that is in stasis.

disable invicibility, see HAZ when a unit is stasis its set to be invicible right? well if u have a trigger that makes things invincible turn vincible well then you can attack a unit that is stasised.

Either use areas, single out by player, or single out by specific units.
If you have a few types of units you want invincible and the rest to not be, you can disable for any and then re-enable for the specific ones.

You would have to have a location on the unit(s) that you want to be invincible and have the location follow the unit while constantly making it invincible. So even though there is a constant deinvincibility trigger on the entire map, the smaller locations on the single units should allow some units to be invincible while still being able to attack units in stasis (or at least it should).

No, not necessarily. Execute the deinvincibility trigger after enabling invincibility or use hypers.
