Wireframe damage zone colors don't work

I'm editing wireframe icons and noticed that the color palette for wireframes contains each of the "damage zone" colors 2 or 3 times, just with different IDs:

Only the version with the correct ID will be replaced when the unit is damaged. The version with the lowest ID will always stay the same, as shown here:

I use PSP9, and it always draws the colors with the wrong ID, even if I previously selected the version with the correct ID from the palette:

What paint programs do you guys use to make wireframes with working damage zones?

The program you're using is probably fine, to solve the issue you can use a different palette that doesn't have multiple entries for those colors. I've attached the one that I use.

good idea, it worked!
In my case, I used Notepad++ to edit the .psppalette Palette-Files that PSP9 gives me.
For future searchers who are complete beginners, I documented each step in a small image guide (also attached as .zip below). It shows how to make custom wireframe icons with working damage zones.

With the modern EUD editors, I don't think they're calculating nearly as many offsets as you might imagine. Still some fancy ass work that I'm sure took a ton of effort
