I tried to create 60 devourers in a 20x12 location, but it only made 25, and the rest were unplaceable for some reason. I tried making the location larger, and also tried square numbers, but it never created more than 25. What's the problem?

Location size isn't the matter, it's just that starcraft has a fixed location space for creating units no matter how big you make the location. You can even make the location size 1x1 and it won't make a difference. The purpose of a location size is for detection purposes or for actions which apply to certain locations on the map.

Yeah, I think 25 is the max for all medium sized units. 5x5 box of units.

If you're going for a mobile grid, you can create mobile grids off of the original grid for a larger grid.

Devourers are large size.
Also there's no set number of units that can be placed for each size rating. For example you can place more Dragoons than Ultralisks.
It all depends of their actual size. Sc just tries to place as many of these units as possible in a fixed square around the center of the location. Shape and size don't influence the creation so you have to find the maximum number that are createable for each unit by testing.
And be careful, when a unit or building flies where you create them the number is further reduced.
If you really need that many air units created in 1 spot you have to do it in multiple spots or multiple steps (see below):
Create the first wave of 20, then order them onto the location you created them in (make sure the location is large enough).
Then wait a few seconds and create the next wave, and so on, until you created as many units you wanted.
Unit size has nothing to do with this. Devs have the same dimensions as guards, mutas and arbs, which make them be created in a perfect square. They are the only unit to do this. Some other units can be combined to make a perfect square, but if they aren't removed in a short order, they tend to drift.
