That is not Duran. He's a Ghost, yes, but his name is Gabriel Tosh. If you recall his voice in one of the StarCraft II missions revealed, you will hear his voice sound very Jamaican. Clearly StarCraft II will have large cast of new, supporting characters such as Tychus Findlay, Matt Horner, and Rory Swan. There are other characters seen from Battle net 2.0, where you change a portrait and you have a selection of default portraits who are characters in the Hyperion. And just because Tosh cloaks and is black doesn't mean he's Duran.
Tosh is in one of the conceptual arts published as an unlockable content in the "Join the Dominion" page.
If you played the Phase 2 beta, you know you have seen three of these characters:
Centreri, gtfo if you don't like it. Out of every single game I have seen and played for years, it appears StarCraft II happens to be the game where they put way too much effort into (And literally, I believe they want it to be better than perfection). Blizzard is well known for developing competitive games, and for teaming up with their own film department to create amazing quality of CG. I don't mind if there are clichés, that's how trailers are.

In the Dark Templar Saga books, there is back-story on Valerian. He doesn't approve of his father's handling of the Dominion, and wishes to see him overthrown so Valerian can run a good empire instead of a corrupt one. He goes so far as to deny his father, Arcturus Mengsk, Jake Ramsey (The human with a Dark Templar's conscious in his head) and instead give him the corpse of his servant who had mentally received images from the Protoss inside Jake's head.
Valerian Mengsk is a good guy with questionable means. Basically.

Gabirel Tosh
Gabriel Tosh is, like Kerrigan, a 'super ghost,' with his limiter removed. They both went rogue at about the same time, but while Kerrigan went along a Chaotic Good path, Tosh went down a Chaotic Neutral/Evil, doing whatever he wanted. He eventually raised up a group of elite ghosts, called Spectres by harvesting Terrazine. Basically Ghosts on steroids, having much higher mental abilities and physical prowess.
Tosh is essentially, what Kerrigan could have become should she had not become infested, an extremely powerful human in terms of psyche. If I recall correctly, where Kerrigan could read minds, while Tosh was just stronger mentally.
He also was the leader of Nova for several years.
