What program we use has nothing to do with it, only the file format, barring software that glitches and/or does stupid shit.
Photoshop, Paint, Paint.Net, Gimp.
Paint.Net fails.
Also, you missed GraphicsGale and Pixen ( mac-only, yet very bloody awesome ) . D: Both are good choices for pixel art.

Zombie, you shrunk it down from 1500x1500 to 1024x1024. >_> NOPLZ @ quality-loss.
Then again, 1500x1500 is an ugly number, and doesn't fit the tile-size at all. =\
