To explain patterns can be lenghty but if it satisfies you I'll do my best:
13, 8 and 13, 6: I wasn't sure here if the 6 that got replaced by 3 should be carried over or just forgotten about.
3 (
1 number) is skipped
and replaces the number
3 steps further
then the sequence continues for
1 number and 8, 9 and 10 (
3 numbers) are skipped
and replace the numbers
6 steps further
then the sequence continues for
3 numbers and etc. is skipped
1, 2, 4, 5, 3, 7, 11, 12, 13, 6/8, 9, 10, 17, 18, 19, etc.
The 13, 14:
3 is skipped
and replaces the number
3 steps further
then the sequence continues for 1 number
and
8, 9 and 10 are skipped
which replace the numbers
8 steps further
1, 2, 4, 5, 3, 7, 11, 12, 13, 14, 15, 6/8, 9, 10, 19,

As you will realize one can come up with more dependencies and constants that fit into the pattern.
Also if you look hard enough into it you can probably come up with another text that describes what is happening, which would open even more possibilities.
