I don't know of a way, there might be some AI script that makes computers more likely to, but I doubt it could ever be reliable enough.
And just a guess but I doubt computers will upgrade to more than 3, even if they are able to.

No, they are not the same question. Only upgrading to level 3 means it will only upgrade till it says a 3 in the upgrade box. Upgrading 3 levels means that it will upgrade 3 levels, so it could be preset to 6, and the computer will only upgrade 3 times.

I don't think there is any way of forcing them to upgrade. Except for using EUD actions, which have been disabled... So from my knowledge, you're out of luck.

I used a method in Random Quest RPG where each player had a different set of upgrades, like, let's say the enemy had marines, hydralisks, and dragoons, and I had 3 computers, I would have one computer be upgraded with 3 for all of them, another would have 6, and the last one 9, and when I wanted to upgrade, I just created the units for the higher level player instead.

I thought that if you used 'Give Unit to Player' and gave a unit with an upgrade to a player who has not researched that upgrade, the player you are giving it to gets the upgrade? (Like, if Player 1 had researched Spider Mines, but Player 2 hadn't, and a trigger gives one of Player 1's Vultures to Player 2, Player 2 gets Spider Mines for free.) Does this apply to upgrades like Terran Infantry Weapons or Zerg Carapace? If so you could use Give Units to Player to give a player upgrades... Or am I wrong?

That's research, not upgrades. Although the energy falls under the "upgrades" category, it's also transferred.
The only way to make a computer upgrade is through a custom AI script or just by having multiple cpus with different ups each.
