After seeing people bandwagoning my "Technology" policy, and seeing people voting against my bills even though I had made it so that it wouldn't affect them, I lost faith in cooperation.
All those bills are either negative toward my population, or neutral toward them. And since this is a game, and I am -SO- far behind, I cannot afford to give points to bills that are neutral to me.

It's neutral to me. If it's neutral, I don't see a reason to not vote for it, considering it can help get me votes on my bill(s).
