Mafia got pretty lucky with the bomb killing bunches of townies though, you have to take in that fact before you say mafia were over powered.

1-to-1 means there is literally 1 Mafia and 1 Townie remaining. It's not meant to be a ratio.
The rule is clear. As soon as the total number of Mafia votes outnumber the total voting capability of the Town, the game ends. Last vote, there were 6 Mafia votes versus a voting capability of 6. That's not sufficient.

It wasn't luck, the Vigilante was purposely sabotaging the Town. I agree that the balance was likely sufficient, if the Vigilante had been trying to help the Town (or simply not been active at all) then the Town would have won.
You have to remember that only 3 of the Mafia could attack, and the Bomb, Bodyguard, and Vigilante can even up those numbers real quick. Only two of those three roles were playing properly this game, unfortunately.

I'm not quite sure why 6 mafia votes vs 6 townie votes should not result in a mafia win, whereas you claim 1 mafia vote vs. 2 townie votes
should.
