Nope.
Smeargle is the only Pokémon capable of learning any move. (Mew can learn any TM or HM, but not all moves are in them.)

Uhh, it's easy, stable, and always works. It lets you catch any pokémon in the game at level 7, and is only limited by the number of trainers in the game. Then again, I actually know the missingno. trick works, and how to avoid corruption.

But the start menu glitches when you perform that trick (on the orignial R/B/G/Y). You are forced to perform certain things in certain orders... I just dont find it convienent. Of course, I've done it before, but its just not practical

Since you asked...
Find a trainer who faces upwards, and will notice you if you walk to him from off the screen (the gambler between lavender and saffron, for example). walk down to get his attention, but while moving, press start. he will appear on your screen, but now fly away/dig/teleport. He will get that "!" over his head, but you'll be long gone. Now, go find a trainer, since you can't press start, A, or B. Let the trainer walk to you so you get your buttons back. Defeat him. Now go back to the area that you ran away from that first trainer. When your start menu pops up, return to the game, and you'll find a wild pokémon, depending on the special of the last pokémon you fought. If you want mew, after you fight the 2nd trainer, find a pokémon with 21 special, and then fight a wild ditto, let him transform into that pokémon, then run away. Each pokémon is found at a specific special number, based on their hex code. Mew is #21, Mewtwo is #141, I think. So you can catch any pokémon in either game. I think this also works in Yellow.

Fire beats Grass (Duh)
Grass beats Water (Orly?)
