think it's measured in frames. So build time of 2 would be 1 hyper trigger cycle.
It's definitely measured in frames. SC runs at 15 fps on normal, 16 fp game second. Everything except for wait/play wav is linked to frames.

Yeah, fastest runs at 24 fps. But my advice: Sync to gameplay timers like death counters and the like. Basing shit on real time is bad practice imo.
