My creative needs have been limited by SC, and I've got so many ideas. I'm looking for a game where it's basically one giant editor, and you're the god that makes it all. Every little speck.
I'm not interested in SimCity, it's not really what I'm talking about. I don't want to make a big city and then sit there and look at it all happy saying "I built this big city....now what?"
The sims is just houses and people with limits..
I've seen Cities XL on steam, not what I'm looking for either.
I mean something where there are literally no limits at all.
If you think it up, it's there. I highly doubt this exists though.

You can try picking up Flash. The possibilities for different types of games are limitless if you have a creative enough imagination.
Here are some examples to play:

It is like a mixture of Evil Genius with a City Of Villains theme and StarCraft music.

I've heard good things about blockland, maybe try that out. A bit cartoony though.
Red classic.
"In short, their absurdities are so extreme that it is painful even to quote them."
I've tried blockland, sucks hard. I'll look into flash, thanks rive.

It takes a lot of work to do anything in Flash.
Like you want, you have control of every little detail, but you need to make them first.
You need to be an fair artist to give your game a bit of eye candy for your players to enjoy. Drawing with a mouse is just a horrible ordeal that we all undergo when starting off with Flash. You are going to want to invest in a
drawing tablet. I got mine for around 180USD. Top dollar equipment, at the time.
Flash using a coding language know as Action Script which has changed much over the years. I still have not made the jump from 2.0 to 3.0 even though my mentor at
technicallead.com has told me it is suppose to be easier, and opens for more coding possibilities. The first time I tried coding in AS 3.0 just came back with a bunch of syntax errors that ticked me off. All these years of learning and asking question thrown out the window. I am going to suggest you try to get your hands on the newer Flash versions (after 8 Professional), but I will not be able to assist you in anyway.
Finally, music. I am not very big in this area, but here's a list of programs you can try out:
Make your goodies in Guru, chop up songs in Sound Forge, and run them through Acid for editing. I take all my sound experience from Akira The Don, so maybe ask someone else about this field.
Of course, they will just tell you to go cheap, and use
Audacity.
Hope this all helps!

I just made my first game ever with this. Therefore, this.

Garry's Mod is the closest you'll find in a game.

Yeah, in Garry's Mod, you can even
design the electronics to use on your crap if you want to. Go Gmod.

What about that one game called StarCraft? It has a fun trigger system that allows you to create your own smaller scale games. There is even a decent enough online community of b.net morons that will download and play your game if it is fun enough. Give it a shot, eh?

Dude, I don't know of any that are out right now, but there's this new game in beta right now that totally allows you to customize EVERYTHING. Get this: it's a 3D, top-down RTS, but people have made third-person shooters and bullet hell games in it! No one knows when it's gonna be released, but when it is, it will kick ass. It's called SCII.
