Make sure you're hosting it in UMS gametype, and that every computer player has a start location and isn't set to 'unused'.

ᴄʜᴇᴇsᴇ ɪᴛ!

1.) Every player has to have a start location if you want there to be a slot for them.
2.) You have to set the players you want to be computers as computers.
3.) You have to save the map.
4.) Sometimes the map will not save due to complex and strange situations. In cases like this, you need to ensure than 1-3 are being completed by opening the map in different editors.

And sometimes ScmDraft is just acting up and not recognizing start locations, rendering the players in question inactive.
Just open the map in another editor and save again.

I've noticed this problem.

Often, it can be fixed by replacing the Start Location for whichever computer player is not working. Re-save the map, and try again.
