It doesn't find someone with a bad connection, that's true, but it finds people with bad CPUs.
But that generally doesn't mean a whole lot.

I had this idea: when a player lags, there is a drop box. If there is a music playing in the background it will continue to play. Now, that means when the game restart, the music would be farther then it's supposed to be. If we could detect that, we could therefore detect there was lag.

Get EUDs out of your mind. They're clouding your judgement. They aren't the answer to everything, and I can't imagine we could even begin to detect that.
The most we could do is figure out why/how some maps randomly drop people, and then MAYBE we could apply it here (not likely on either count). It would be nice to detect ping as well, but that's not going to happen either.
