Wow, hydro is such garbage. His PSR is almost 1700, yet his TSR is 4.75 where 5 is an average player.

FaZ include "stompers" in your list.
A combination of both PSR and TSR helps to determine actual skill level.
Probable approximations:
High PSR, low TSR: lucky baddie, or gets carried by friends.
High PSR, med. TSR: at least knows how to play, possiby heavy support.
High PSR, high TSR: good.
Med. PSR, low TSR: baddie, or sub-par.
Med. PSR, med. TSR: average.
Med. PSR, high TSR: probably good.
Low PSR, low TSR: baddie.
Low PSR, med. TSR: probably baddie.
Low PSR, high TSR: stomper, probably someone who tanked their own PSR or reset stat. Might be skilled, but probably doesn't have much teamwork either.
BTW, TSR is biased towards carries (and killstealers/stompers). I think both PSR and TSR combined provides the best approximation for a player's skill level. PSR helps with win ratio and long-term performance, while TSR helps more with in-game abilities. Looking at the top 5 Heroes and creep scores help too.
Ultimately, the closer you look at a player (from PSR, to TSR, to all stats, to actual in-game) and the more data you acquire (games played, games played with the player personally), the better one can determine the player's skill. It's all relative, though. To me, people with upwards of 5 and 6 are usually hard to deal with if I'm not playing with someone like IP or Crazed or anyone else I player frequently with (IP and Crazed are pretty much it; maybe throw in Tatts, even ducky), 'cause I won't be able to mesh with others' playstyles as well.

Any Heroes you guys want to see ported? I want Terrorblade and Nerubian Weaver. I never did well with Terrorblade but he was fun as Hell to play, and I was doing really well with Nerubian Weaver while I still played DotA. NW was the best glass cannon. Oh, Bone Fletcher too.
