I said to 'encourage' such a relation, not, "make it suddenly appear through singular, personal efforts." Important though one's community status may be, it's not the overrulling factor in the success of a contest. Which isn't to say that I disagree with your opinion that it'd fall flat - without popularity, one can only rely on a well-designed and properly advertised event, which most people, including myself, can't do.
