Is this you saying this, or someone else? If it is you, you must be a total retard if you think that communism is better than Democracy. To tell the truth, there really are no countries that are a true Democracy, most are a mix of a Republic and a Democracy.

It means that all forms of government suck, but Democracy is a bit better than the rest (still sucks though). Communit states must change ther government type after the quick growth period has ended, because it is followed by a period of slow progress afterwards. Communism did it's job for them, and it is no longer needed.

I really don't think Democracy is the best, I'd say that a Republic would be the best way to go, which is really what most forms of "democracy" in countries is.
