Apparently they're scared that if they made this change without notifying the community, the community will come and rage at them for a change that affects all maps. I'm guessing that Blizzard made it a sticky just because they think mapmakers actually pay CLOSE attention to how long a countdown lasts. No one has ever complained about the 5 seconds before sc1 started, why should this be much of an issue?
