we should be able to criticize reviews as well

all of the reviews that i read are 9.9/10 9.5/10, etc. if i know something wrong about a review i should be able to comment on it

comments also put pressure on the authors of reviews to be more careful about what they're saying

Perhaps you should consider simply writing your own reviews.

Some "reviews" actually belong in the comment section.

I think the comment/review sections should be connected to the forum, for ease of seeing when new messages are posted and to facilitate moderation.

It would be nice to be able to respond somehow to points brought up in reviews...a new "review" as a reply wouldn't be appropriate, but posting in "Comments" would put your reply in the stream of the comments-section discussion and not connect it to the review.

Review comments? Maybe if reviews existed as forum posts, and the review format on the file's page could have a Comments (x) link next to the title.
