So i thought the problem was that dwebs arent owned by p12, so i switched all the p12 to neutral players, the trigg still didnt work help.

Triggers for player 12 don't run. Only triggers for players 1-8 and forces, all players, etc run.

What Doodle said. Also, those triggers could be condensed into one. Here's what the trigger would look like:

Owner: One of the players in the game
Conditions: All Players (or p12, doesn't matter) brings at least 1 disruption to location anywhere
------
Actions: Move location Dweb on all Disruption Field owned by All Players (or p12, doesn't matter)
Remove all Dweb for All Players at location Dweb
Kill all units for All Players at Dweb
Preserve

The action I bolded is optional. When you kill units with triggers they stay in the trigger cycle and it could cause issues if you have other triggers below this one detecting the dweb.

Player 1 - This is who ever you want the trigger to work for.
All Players - This could be Player 12, but I choose All Players instead.
All Players - This player will have there units inside "Location 42" killed.

Actually I don't think All Players Includes Player 12.

All Players includes "All Players" from Player 1 all the way to Player 255. Any possible player is included in the "All Players" value.

Well, I would say only 1-12, since players after 12 can't be affected by triggers in any way.
